Does anyone have formalized Vehicle Utilization Policy that I can use for a guideline?

Light Duty Vehicles such as cars, pickups, SUV's.  i am looking at what others our doing for departmental requirements for justification of keeping low mileage units. That I would consider under utilized. We have started Vehicle pools at some of the corperate locations to incentivise using these units and turning in departmentally assigned units. But I am trying to formalize a Policy that guides the process.

We also do not allow the purchase of 4x4 or all wheel drive vehicles without our written approval which requires a vehicle to be primarily used off-road or for emergency response.

Thanks, We guide the purchase process so the 4x4 part is not an issue. The only thing I run into on that concern is that every time I try to re-assign these units 4x2 is that it is to a group that travels to outlying areas or off road where 4x4 is required. So we have been evaluating every unit so we can make sure that if we need to move the unit to another group 4x4 usually gives us more flexability on reallocating the unit for full life cycle utilization.
