My optimistic replacement schedule is 4 for police 10 years other cars, and 15 years for class 1- 5 trucks.

But most are much older than that. 20 to 25 is closer to the truth.

How would you approach department heads and council members with this.

When the report says "average age" does that mean the average age of the reporting fleets or is that the average age when they replace vehicles? For example, I have 254 patrol cars that I replace at 5 years of age. The average age of that group is about 2.5 years.
