Does anyone use Foreman/Lead leadership testing, when the time comes to fill one of these positions?

Computer based on line leadership skill testing and evaluation. I need to identify strengths and areas of needed improvement as part of identifying the best candidate for this leadership position. Our requirements state most qualified/senior employee will be considered for leadership positions. The seniority part is cut and dry. The most qualified would be identified by the testing procedure.
We use an interview process between all qualified canidates, the interview consist of union peer review, and management review, then all this is given to the interview team made up of management and union members. A behavioral type interview is conducted and the best canidate is selected.
