Vehicle take-home practices

I am asking on behalf of gej, a fleet professional, who asked:

"With today's fuel prices, do you allow mechanics, drivers, or other personnel to take trucks home? Or do you require them to leave truck at shop and pick up as needed? Any feedback is welcomed. Thanks in advance."

We're (Fleet Division) taking back all take home vehicles from managers, etc. this year 2012, with the exception of those on 24/7 on-call status (Troublemen & Transmission & Distribution Superintendents). Personnel will use their personal vehicles with mileage reimbursements, or use a company pool vehicle from the fleet division during business hours. All of our vehicles have company decals and we outsource all of our maintenance and repairs.

At NV Energy our Policy for Take home Vehicles only allows 24 hr. Emergency responders to take home Vehicles. Which would include Trouble-men, Safety, Lines and Substation Supervision and those Employees on Call which would need immediate response. Approval from Dept Heads with job description and justification are required. They must fill out a request and sign off Yearly for this privilege. Mechanics that would need to respond from Remote locations could be included in this Policy, if they did not have reasonable access to a service center to pick -up a truck and respond in a timely manner, again with Leadership approval and justification.

The only employees allowed to take home vehicles at no cost to the employee are those who are in an on-call emergency status. We do have a policy in place that will allow some managers the ability to commute, but they have to reimburse at a rate of 55.5 cents per mile and commute no more than 30 miles one-way.

Does anyone have a policy on damage to company vehicles when housed at employees homes? Who is responsible and how do you determine responsibility?

Hello Doug, employees who are allowed to take a City vehicle home must adhere to certain guidelines written into the standard operating procedure (SOP). These guidelines include obeying all traffic laws, having valid adequate auto insurance, operating the vehicle without any distractions or impairment, utilizing the vehicle for City business only, may only carry city employees or with permission, passengers for City business only, and the vehicle must be garaged or at a minimum, parked off the street when housed.

The only item written is traffic violations issued from prohibited conduct are the employees responsibility. Employee may be disciplined, up to termination, for not adhereing to the SOP. I believe the financial burden would be upon the city.

 We have recently ran into this issue at our company… an employee has take-home privileges (24hr responder) and he backed into his personnel vehicle with his work truck, so who is liable / responsible or accountable? We have a myriad of issues surrounding this so I will make it as  short and sweet as possible. The employee has responsibility for ensuring the protection of company assets and the safe use thereof, regardless of whether he was on duty or not,  so he would receive discipline . The company vehicle hit another vehicle so the company still has liability for remuneration to the employee for hitting his own vehicle. The company's pereception is that an employee has responsibility as a condition of employment though the company always retains ultimate liability if the vehicle is at fault in an accident... hope this helps.

I'm responding on behalf of FA member who responded to my group message:

"We don't have a formal policy -- however our method of charge back for accidents or damage is through the report process and determination of fault.  If the driver is at fault,  it is charged back to his/her department.  If another party is at fault, we refer to our subrogator for recovery from their insurance company or direct collect from citizen. 

In the case of 'at home' damage or like an employee with 'un-reported parking lot damage' --employee and their department would be responsible.  Good Luck --Dan McCann"
